Why does a report type carry a lock?
Short Answer
The type belongs to a higher plan. Picasi does not hide it but shows it locked, with the name of the plan it is available from. The way there runs through billing.

What happens if you try anyway
The report is not created. Picasi says Not part of your plan and names the plan the type is available from. The same goes for scheduled reports and for requests through an AI assistant: a locked type does not run there either.
How to unlock the type
Switch to a plan that includes it — the notice names it. Step by step under Change your plan. After the switch the type can be chosen at once.
If that doesn’t help
If there is no lock but a notice about the allowance, it is not the type that is locked but the number of reports that is used up. That is under I have reached the report limit.
