Why can I not create a dossier?
Short answer
No dossier template has been released for your Workspace yet. You do not create templates yourself — get in touch and we will set one up.

The create dialog then says: No template has been released for your Workspace yet. Talk to us and we will set one up.
A template decides not only the layout but also which question the document answers, in which order and with which method text.
Two other causes
The area is missing entirely. If Dossiers does not appear in the navigation, your Workspace has no dossier allowance.
The language does not match. Templates exist per language. The create dialog only offers languages that have released templates — if yours is not listed, there is none for it yet.

Contact support and say which of the six templates you need, and in which language.
